The Headquarters Exchange Council (HQEC) chartered by the Director for Headquarters Operations, is a Government instrument empowered to operate under the terms of NPD 9050-6I. The Council is composed of appointed representatives from Headquarters (HQ) organizations and committed to serving its customers. All members of the HQEC serve nominal two-year terms of office; terms may be extended.
