Definition: The capacity to organize and structure society to ensure safety, security and an equitable distribution of resources.

1.3.2.3.1 Allocating and Controlling Power: Society's capacity to determine who may use coercive power, and its capacity to restrict such use. This includes society's law enforcement capacity, society's capacity to engage in war, as well as society's legal and legislative means of controlling power. (Definition Source: None)
