When you visit the exhibit hall, you will see that the Federal
Government, even at the White House level, sees environmental issues as
a "fundamental limitation on air transportation growth."
Recognizing that NASA's enabling legislation assigns it national
responsibility for maintaining leadership in aeronautical science and
technology, Dr. George Donohue, former FAA Associate Administrator for
Research and Acquisition, participated in formulation of the "Three
Pillars" vision, as acknowledged in that 1997 publication.
Although we are proud of our interagency partnership, the FAA
clearly has a different role than NASA, which is largely associated with
our responsibility for establishment of regulatory standards or, in the
area of "environment," other measures for controlling aircraft noise and
exhaust emissions.
