Questions requesting clarification to the Aeronautics Research Mission
Directorate RFIs are answered below. Please check back periodically for
any additional questions and answers that may be posted.
Question 1:
What are the differences between the Request for Proposals (RFI) and
NASA Research Announcements (NRA)?
Answer 1:
The following chart highlights the differences:
| RFI |
Industry, Industry consortia |
No |
Closing January 31, 2006 |
NASA HQ |
Non-reimbursable collaborative agreements |
| NRA |
Universities, companies involved in foundational research |
Yes |
To be issued May 2006 |
NASA Centers |
Grants, Cooperative Agreements, Contracts |
Question 2:
Why are you emphasizing consortia in the RFIs?
Answer 2:
The RFIs are targeted at the system-level component of our technical
roadmaps. The intent is to solicit input for generation-after-next needs
of the industry and therefore concentrate on pre-competitive
cutting-edge research that will benefit all U.S. companies. NASA
believes that consortia are the best way to coordinate the
pre-competitive needs across multiple companies. Intellectual property
issues should be resolved within the consortia prior to finalization of
a Space Act Agreement.
Question 3:
Will there be an annual NRA call?
Answer 3:
We will review our progress annually and determine the programmatic
needs prior to making a decision for further NRAs.
