"Through its efforts, the ASAP developed insights into aspects of
NASA operations such as technical authority, workforce, safety culture and risk management. In these
and other areas, the ASAP recognized NASA’s safety achievements in 2006, but the Panel also identified
further, vital measures that are needed to ensure the Agency’s continued commitment to the highest
safety standards. As detailed in the enclosed report, it is a particular challenge to maintain those
standards in this time of program transition and budget constraints." |

ASAP’s Annual Report, which is to be published in the first quarter of 2007. Topics covered in
working session were numerous, including discussions dealing with the Shuttle, International
Space Station (ISS), Constellation, NASA governance issues, the establishment of a Technical
Authority, Transition planning (specifically the ramping down of Shuttle and ramping up of the
Exploration program), and the continued safe and successful operation of Shuttle during the
transition period." |
