NATIONAL SECURITY ACTION MEMORANDUM NO. 32

TO: THE  SECRETARY OF STATE

SUBJECT: US-USSR Commercial Air Transport Agreement
 

The draft US-USSR Commercial Air Transport Agreement enclosed with your memorandum of March 17, 1961 is approved for transmittal to the Soviet Government for its consideration.

Prior to the initiation of the US-USSR negotiations on the draft agreement, I would like to have prepared for my approval a statement of the objectives to be sought and the general principles to be followed in negotiations.  Such a statement would serve as a guide to the negotiators in responding to Soviet counter-proposals, as well as ensure that the negotiations are closely linked to our over-all relations with the USSR.

Because of the major importance of an air agreement with the USSR - - the opportunities as well as the risks - - I should like to be kept fully informed of developments as they take place.
