1. Purpose and Scope

NASA is committed to strategically planning and managing the future of the Nation's civil aeronautics and space program. NASA's Strategic Management Process provides a basis for the Agency to manage its affairs effectively and efficiently. It enables NASA to make critical decisions regarding implementation activities and resource allocations in an ever-changing political and economic environment. It also establishes a process that ensures that decisions are consistent with the goals, objectives, and strategies contained in NASA's Strategic Plans and Performance Plans.

The purpose of this handbook is to document the Agency's management policies, processes, guidelines, and responsibilities for strategic management. Specifically, the handbook delineates the processes, schedules, and management responsibilities for the following:

This handbook also specifies the roles and relationships among the management level — from the Administrator, through the management levels at Headquarters and the Centers, and ultimately to the individual employees. The Strategic Management Process, defined in this document, applies to all activities and personnel at NASA.

The NASA Strategic Management Process aligns all planning activities necessary to accomplish the Agency's mission. The cornerstone of this process is the NASA Strategic Framework (see Figure 1-1), which is based on customer-focused Strategic Enterprises and an Agency-level leadership that includes Functional/Staff Offices and Crosscutting Process owners. The Strategic Management Process meets the requirements of the Government Performance and Results Act (GPRA) of 1993, the Chief Financial Officers Act, the Information Technology Management Reform Act, and other Office of Management and Budget (OMB) and congressional requirements.
