The Parking & Fare Subsidy System (PFSS)

The Parking Permit Program and the Fare Subsidy Program are both managed within the Facilities and Administrative Services Division. PFSS is a Web-based application that allows users a single point of access to both programs.

Parking Permits

Garage parking permits are available to Civil Service personnel via quarterly subscriptions and are assigned on a point system per HQPR 1541.1 for eligible carpools and vanpools, individuals, executive and key personnel, and disabled employees. The point priority list is reviewed in conjunction with the renewal process. Currently, motor vehicle permits cost $150 per quarter. Please see Using the HQ Garage FAQ for detailed information. Credit cards (Visa, MasterCard and American Express) may be used to pay for quarterly parking permits. As before, personal checks and money orders are also accepted for quarterly parking permits. Daily permits may be purchased with cash or prepaid parking validation stickers.

Metro Safe Track Information - Fare Subsidy and Parking

  • Civil Servants and Contractors are encouraged to sign up for Metro Alerts to receive updated information about service disruptions by text or email at http://wmata.com/rider_tools/ealerts/.

  • If Civil Servants are issued Fare Subsidy for Metro and can’t use it will they be reimbursed? No, any unused amount during the month will be returned to the Agency at the end of the month.

  • Can a Civil Servant exchange their Fare Subsidy allotment for a Parking Permit? No, the fund can only be used for public transportation. However, the Fare Subsidy can be suspended and a monthly Parking Permit can be purchased for $50.00.

  • Civil Servants can request to have their Smartrip Benefits “Suspended” even if they are not participating in the parking program. The time frame for this is from the 1st of the month to the 28th by emailing the Fare Subsidy Program Coordinator rose.t.butler@nasa.gov or calling at 358-0184.

  • Civil Servants will be allowed to purchase a Thirty Day Parking Permit while the track work is being performed by filling out the NHQ Form 43 - Headquarters Parking Permit. Bring the form to the Parking Program Coordinator in Rm 1B42 for processing. As a reminder, your Smartrip Benefits will be “Suspended” while you have the Parking Permit.

  • Civil Servants have the option to purchase a booklet of twelve (12) parking validation stickers at a cost of $100.00 from the Parking Managers Office on the P1-Level of the garage.

  • Daily Parking is still an option for Civil Servants and Contractors.

  • Contractors can contact the Standard Parking Manager directly to purchase a monthly Parking Permit cost of $262.00 at (202) 358-2415.

MetroAccess

The attached instructions are to provide only to  employees that are approved MetroAccess passengers.   MetroAccess is the Paratransit service for those people whose disability prevents them from riding bus or rail.   To begin,  click the link below to allocate transit benefits to MetroAccess. This cannot be completed until after the employer enrolls the SmarTrip® card into the SmartBenefits® program.  Once enrolled in SmartBenefits®, the allocation must be done by the last day of the month for the upcoming months benefits to credit to the MetroAccess EZ-pay account.  Once set up, the allocation will occur automatically from month to month.  MetroAccess fares for rides taken will be reduced from the balance in the passengers EZ-Pay.

Fare Subsidy Program


Civil Service personnel who use public transportation as their primary means of transportation to and from work are eligible to receive a subsidy, providing they are not also listed as a carpool participant or holder of a motor vehicle parking permit at NASA headquarters. This includes those who commute via metro, rail, Metro bus or private commuter bus. NASA HQ uses the Smart Benefits program that was established through Metro. Reimbursement rates are determined by individual commuting cost, up to a maximum of $130 per month, per Executive Order 13150. Please see the Fare Subsidy FAQ for detailed information.
