The Assistant Administrator for Security Program
Protection (AA for OSPP) is the senior security, counterterrorism,
and counterintelligence advisor to the NASA Administrator. The
AA for OSPP represents NASA on national-level policy-making
groups for security and is responsible for providing Agency
wide executive and functional leadership, policy formulation,
operational oversight, guidance, coordination, and advocacy
for security, counterintelligence and counterterrorism operations,
processes, functions, and activities. The AA for OSPP maintains
liaison and establishes working relationships with counterparts
in other Government agencies and industry; ensures coordination
with the NASA Office of Inspector General (OIG) on suspected
or actual criminal violations and issues of mutual concern,
as appropriate. Ensures information technology (IT) security
policy and operational coordination with the Office of the Chief
Information Officer. The AA for OSPP also serves as a member
and the Executive Secretary of the NASA Security Council.

The AA for OSPP interacts with the Offices of
General Counsel, External Relations, Institutional and Corporate
Management, Chief Information Officer, and Inspector General,
and the Enterprises to ensure effective communication is established
for fulfilling each organization's respective responsibilities.
The AA for OSPP is the primary point of contact for external
Government agencies on matters involving security at NASA Centers,
unauthorized disclosure of classified information, falsification
of security questionnaires and applications for employment,
counterintelligence and counterterrorism matters, sabotage and
espionage, and other activities related to the protection of
people and property. The AA for OSPP will coordinate with NASA
OIG on all suspected or actual criminal violations investigations
related to NASA programs and operations. The AA for OSPP will
coordinate, as necessary and appropriate, with NASA OIG regarding
referrals to Federal law enforcement agencies on matters of
mutual interest.
The AA for OSPP will consult with Center Directors (including
the Director for Headquarters Operations) to mutually agree
on the process for input into Center CI personnel hiring and
performance appraisals. The AA for OSPP will formally review
the evaluations for Center CI personnel. |
