Between the hours of 6:00 pm on March 23 and 6:00 am on March 26, the NASA HQS building and personnel card readers will transition from the legacy and failing Cassi Russo Photo-ID System to the Lenel integrated security system. The primary objective of this effort will be to upgrade the building Photo-ID readers, control panels, and central processors with the added value of having all personnel to include civil servants, contractors, and IPA's issued with the “One NASA Photo-ID”. The One NASA Photo-ID is the only Photo-ID that will operate the new card readers located on turnstiles, garage door entrance/exit, garage elevators, and card readers at selected locations throughout the facility. This card reader transition will posture NASA HQS to move one step closer for compliance with HSPD-12, which must be done by October 27, 2007.

Why is NASA issuing the One NASA Photo-ID?
Homeland Security Presidential Directive 12 (HSPD-12) requires all federal agencies issue civil servants and contractors a uniform federal photo-ID. The One NASA Photo-ID is the first step towards obtaining and using a uniform federal ID that is recognized across the agency and ultimately the Federal government.
Why can't I just show my Photo-ID to a guard to enter the building after March 26th?
Using the photo-ID readers and the electronic turnstiles are additional security measures to ensure personnel have a current entry authorization. The guards will be there to monitor the system and to assist or respond as needed.
What if my One NASA Photo-ID does not work at the turnstile?
At first, the guard will visually check you against your photo-ID and allow you to enter. Afterwards, you should immediately go to the NASA HQ Photo-ID Issuance Office, Suite 1V63 .
Will the One NASA Photo-ID work for the parking garage, the elevators, and doors after normal working hours?
Yes. But, certain contractors and all foreign nationals have access restrictions during security hours (7pm – 7am, Mon – Fri, weekends, holidays). These restrictions will be programmed into the access contol system. Persons with restricted access that require entry into the facility during security hours must be coordinated in advance by their program manager or COTR with the Headquarters Security Office.
I have carpool riders who are not NASA employees. What are the requirements for them to be issued a Headquarters Photo-ID?
All principal drivers (permit holder) of NASA carpools/vanpool must submit the names, social security number and date of birth of all non-NASA carpool members to Ms. Rose Butler, in the Facilities and Administrative Services Division. This information will be transferred to the Headquarters Photo-ID Issuance Office to facilitate issuance of the One NASA Photo-ID to members of carpools/vanpools.
Will there be any other security Photo-IDs issued by the NASA HQS Security Office that will replace the current ONE NASA photo ID?
Yes. In May 2007, NASA will begin to distribute the Personal Identity Verification –II (PIV-II) smart cards across the Agency for full compliance with HSPD-12. However, those cards will not become available for several months and NASA HQS must transition from the legacy and failing card reader system to the new Lenel system, which will read the PIV-II cards upon their availability and distribution.
