VETERAN-OWNED SMALL BUSINESS REPORTING FOR AWARDS
UNDER $25,000

PURPOSE: To require manual reporting of Veteran-Owned Small business awards under $25,000.

BACKGROUND: This PIC implements data collection requirements of the Veterans Entrepreneurship and Small Business Development Act of 1999 (P.L. 106-50) for awards under $25,000. The Federal Procurement Data Center (FPDC) requires that agencies report summary level data on awards under $25,000. With the implementation of the Veteran-Owned Small Business program, agencies will need to report the number and dollar amount of these awards to FPDC. Since awards under $25,000 are not reportable to the Financial and Contractual Status System (FACS) - Procurement, the only way for NASA to gather this information is for each center to manually collect and report the data to Headquarters.

GUIDANCE: The Veteran-Owned Small Business data is divided into two sections: (1) Service-Disabled Veteran-Owned Small Business and (2) Other Veteran-Owned Small Business. Each NASA center shall report on a quarterly basis, the number and total dollar value of awards to Veteran Owned Small Business firms under $25,000, and as a subset the number and total dollar value of awards to Service Disabled Veteran Owned Small Business. Reports shall be sent to Code HS, NASA Headquarters by the 10th workday after the end of each quarter.

EFFECTIVE DATE: This PIC is effective as of October 1, 2000, and shall remain in effect until canceled or superseded.
