PROPERTY ADMINISTRATION DELEGATION SPECIAL INSTRUCTIONS
PURPOSE:
Distribution of contract property administration delegation special
instructions.
BACKGROUND:
NFS 1845.7203 authorizes the Headquarters Logistics Management Office
(Code JG) to develop Contract Administration Delegation Special Instructions
for Property Administration and Plant Clearance.
GUIDANCE:
NASA contracting offices should use the latest version of the standard
property delegation special instructions. Enclosed are the most recent versions
for both the property administration and the plant clearance functions, dated
September 2001. Any modification of these standard instructions must be
coordinated with Code JG before issuance.
These instructions have been distributed by separate means to center
Supply and Equipment Management offices, the Defense Contract Management Agency
(DCMA) Headquarters, and the Office of Naval Research (ONR) Headquarters.
Contracting officers should ensure that: these instructions are included when
contracts are awarded or modified and that receipt of the instructions is
acknowledged by DCMA. Contracting
Officers should also ensure that a copy of the DCMA or ONR acknowledgment is
provided to the center Industrial Property Officer; and that DCMA or ONR
regularly provides all the required information and documents described therein.
Property delegation for contracts, grants and cooperative agreements with
commercial firms will be performed by DCMA.
Delegations will be provided by use of the NASA Form 1430A. Property delegations for non-profit and
university contracts will be performed by ONR and also provided by use of the
NASA Form 1430A. Property delegations
to ONR for grants and cooperative agreements with universities and non-profits
will be provided via NASA Form 1674.
These delegation instructions contain major changes such as use of the
new electronic reporting system (NESS) for report validation and additional
oversight responsibilities related to financial statements. They supersede existing instructions;
therefore, these new instructions should be provided with the next contract
modification.
CANCELLATION:
PIC 97-5 is hereby cancelled.
EFFECTIVE
DATE: This PIC is effective as dated and shall
remain in effect until cancelled or superseded.
