PURPOSE:
To provide guidance on the utilization of JWOD sources to fulfill
procurement requirements for award items.
BACKGROUND:
The Office of Procurement recently conducted a survey of agency
requirements for award items. The survey revealed that many of the items identified
are available from non-profit agencies associated with the National Industries
for the Blind (NIB) under the JWOD Act program. Additionally, the survey indicated that the majority of these
purchases fall within the micro-purchase threshold ($2,500) and are acquired
using the bankcard.
Federal
regulations require Government agencies to purchase supplies or services
contained on the JWOD “Procurement List” from participating non-profit agencies
if they are available within the required period. Skilcraft is the most recognizable brand of products provided by
NIB agencies that are contained in the “Procurement List.” NASA is committed to promoting the goals of
the JWOD Act. The mandatory source
requirements apply to all procurement actions including those at or below the
micro-purchase threshold.
The Johnson
Space Center (JSC) is establishing a centralized purchasing office for the
acquisition of frequently acquired award items. Once established, all requirements for these items will be fulfilled
through this office. Occasional or
one-time requirements may be acquired by individual organizations. Detailed information is being developed and
will be provided, which describes the policy for use and procedures to be
followed by all Agency organizations in satisfying its award item requirements
through this centralized purchasing office.

GUIDANCE:
Effective immediately, all purchases for award items should be obtained
through these sources to the maximum extent practicable. Organizations should consult with Center
representatives from the Office of the Chief Financial Officer and the Office
of Chief Counsel to ensure compliance with Federal appropriations laws.
This policy
guidance is applicable to Agency procurement personnel as well as all
individual bankcard holders. Center
procurement officials should ensure that this information is disseminated to
bankcard holders. The enclosed
information sheet provides basic information for acquiring these items through
JWOD sources.
CANCELATION:

(JWOD) Act Program Information Sheet
Background
Federal
Acquisition Regulation (FAR) Part 8.7 stipulates that Government agencies are
required to acquire supplies or services contained on the Procurement List from
JWOD participating nonprofit agencies if they are available within the period
required prior to considering commercial sources.
Definitions
JWOD Program - is a mandatory source program created
by the JWOD Act and implemented through FAR Part 8.7.
Procurement
List – listing of
commodities produced by qualified nonprofit agencies for the blind or severely
handicapped and services provided by those agencies, published in the Federal
Register and updated weekly.
