ELIMINATION OF LOBBYING REPORT RE: LOBBYING DISCLOSURE ACT OF 1995

PURPOSE: To authorize the elimination of the lobbying disclosure report required by FAR 3.804 and 1803.804 prior to issuance of the formal amendments to these subparts .

BACKGROUND: The Lobbying Disclosure Act eliminated two agency reports concerning lobbying matters.

First, the requirement for agencies to file with the Secretary of the Senate and the Clerk of the House of Representatives semi-annual reports concerning contractors' lobbying declarations has been eliminated. Therefore, installation procurement offices no longer need to file the lobbying disclosure report as required by FAR 3.804 and 1803.804.

Currently, FAR Case 89-300, which will eliminate this report, is pending. We will amend the NFS when the FAR is amended with either an interim or final rule. However, you may consider this memo authority to cease this report immediately.

For your information, the second report that has been eliminated is the evaluation of agency compliance by the Inspector General submitted annually to the Congress.

EFFECTIVE DATE: This PIC is effective as dated and will remain in effect until the issuance of the revised NFS.
