SMALL PURCHASE STREAMLINING
PURPOSE: To streamline the small purchase process, including purchases made by customers using BankCards, by deviating from the current NASA FAR Supplement.
BACKGROUND: The NASA Small Purchase Reengineering Team (SPRT) issued a report on September 16, 1994, containing 62 specific recommendations for streamlining the small purchase process. A number of the recommendations were addressed to the Associate Administrator for Procurement, and involved policy changes to be made in the NASA FAR Supplement.
GUIDANCE: Details of the deviation from the NASA FAR Supplement are contained in the enclosure.
EFFECTIVE DATE: This PIC is effective as dated and will remain in effect until publication of the rewritten NASA FAR Supplement, now scheduled for completion on December 31, 1995.
