DISCOUNT RATES FOR COST-EFFECTIVENESS ANALYSIS OF FEDERAL PROGRAMS
PURPOSE: To provide revisions to Appendix C of OMB Circular A-94, "Discount Rates for Cost-effectiveness Analysis of Federal Programs."
BACKGROUND: The Office of Management and Budget Circular A-94 specified certain discount rates to be updated annually. These discount rates are found in Appendix C of the Circular. The current update is shown in the enclosed Federal Register notice (62 FR 9221-9222, February 28, 1997).
GUIDANCE: This applies to consideration of offeror-proposed financing in acquisitions of commercial items, pursuant to FAR 32.205.
EFFECTIVE DATE: This PIC is effective as dated and shall remain in effect until cancelled or superseded.
CANCELLATION: PIC 96-2 , March 11, 1996, is hereby cancelled.
