PURPOSE: To provide guidance and clarify the NASA FAR Supplement regarding NASA's general policy about funding research by foreign entities under broad agency announcements.
BACKGROUND: Two types of broad agency announcements (BAAs) are authorized for use in NASA, Announcements of Opportunity (AOs) and NASA Research Announcements (NRAs). The former are described in NFS 1872 and the latter in 1835.016-70. Foreign as well as domestic proposals are welcome under both announcements, and they are evaluated in the same way.
NMI 1362.1, "Initiation and Development of International Cooperation in Space and Aeronautical Programs", is applicable to proposals under BAAs. Specifically, the foreign offeror is expected to assume full financial responsibility for its research commitments. (Attachment A, section d).
Currently NFS 1872 (AOs) reflects this policy, but 1835.016-70 (NRAs) does not.
GUIDANCE: As a matter of policy, responses to NRAs will be handled in accordance with NFS 1872.306, "Announcement of opportunity soliciting foreign participation".
EFFECTIVE DATE: This PIC is effective as dated and will remain in effect until canceled.
