DISCOUNT RATES FOR COST-EFFECTIVENESS ANALYSIS OF FEDERAL PROGRAMS

PURPOSE: To provide revisions to Appendix C of OMB Circular A-94, "Discount Rates for Cost-effectiveness Analysis of Federal Programs."

BACKGROUND: The Office of Management and Budget Circular A-94 specified certain discount rates to be updated annually. These discount rates are found in Appendix C of the Circular. The current update is shown in the enclosed Federal Register notice (63 FR 3932-3933, January 27, 1998).

GUIDANCE: This applies to consideration of offeror-proposed financing in acquisitions of commercial items, pursuant to FAR 32.205.

EFFECTIVE DATE: This PIC is effective as dated and shall remain in effect until cancelled or superseded.

CANCELLATION: PIC 97-8 , October 27, 1997, is hereby cancelled.
