REVIEW OF CONTRACTS USING GOVERNMENT VEHICLES FOR COMMUTER TRANSPORTATION
PURPOSE: To discontinue any use of GSA vehicles for commuter transportation.
BACKGROUND: The IG has recommended that we review all active contracts for use of GSA vehicles for commuter transportation purposes (i.e. home to work). This action responds to an abuse that came to light after a similar audit was completed and closed. Pursuant to the earlier audit, we provided guidance on the subject in the Procurement Policy Newsletter 99-2 dated June 11, 1999.
GUIDANCE: Contracting officers should review their contracts in which Government vehicles are used, and take action to discontinue any use for commuter transportation purposes, unless authorized by the Administrator in accordance with 31 U.S.C. 1344. The standard clause for authorizing legitimate Government vehicle use is FAR 52.251-2, Interagency Fleet Management System (IFMS) Vehicles and Related Services.
EFFECTIVE DATE: This PIC is effective as dated, and shall remain in effect for one year.
