The 23-member Option 3 team of NASA's "Access to Space" study. Note that among the team's members are Gary Payton and Gene Austin. Payton was the first program manager of the Strategic Defense Initiative Organization's SSTO Program, and wrote the operations portion of the Option 3 final report, and later headed NASA's Reusable Launch Vehicle Program, including the X-33. Austin would become X-33 program manager.
